As a matter of fact, due to the geography of the Black and White planet the only power that was close to territory was Blade Villa, and the other three were separated by at least another Domain.
Still, that wouldn't put them down in requesting that territory no matter what, for that reason 4 armies were stationed in front of the Purple Membrane territory.
