According to Investigator Mahoru, the activity of the ghouls has become increasingly unstable recently. Centered around Ward 11, their hunting of humans has become more frequent and rampant, even claiming several investigators as their victims. Although it's unclear what these ghouls may be planning, it's evident that a large-scale conflict between ghouls and humans is imminent—this is precisely why the Tribunal was invited to assist the special task force.
At the moment, Investigator Mahoru and Investigator Amon are tracking a Ghoul known as an S-Class. Reports indicate that several months ago, Jason, an S-Class Ghoul from Ward 13, had contact with Big Eater, another S-Class Ghoul from Ward 20. They discovered strange items left behind by Jason, and with the citywide increase in ghoul activity, they believe this may be a harbinger of some event.
