Chapter 152: Mountain Bandit
"No one is above the rules"—this statement could be said during the time when a Mizukage's ruling clearly punished criminals for their wrongdoing.
The shinobi, especially those from clans that are the backbone of Kirigakure, did not expect that Mizukage would manage to pressure the Kaguya clan into submission.
By letting the other clans vote and even forcing them to sign, he directly compelled them to act within the village's rules.
The result of this case made the civilians happy, and the shinobi who earlier acted arrogantly decided to hide their claws.
The Mizukage managed to close the case and even punished the perpetrator. This further strengthened his position as Kage—punishing those who make mistakes in the face of pressure is not an easy task.
After the ruling, Hiroto asked the Mizukage.
"Mizukage-sama, why did you let the clans vote on who was at fault?"
"This may seem simple, but if I had simply punished the Kaguya clan, the potential for rebellion would have been higher," said the Mizukage.
"Higher? How do you know that, Mizukage-sama?" asked Hiroto.

"So why didn't they attack?" asked Hiroto.
"Because I forced the other clans to vote as well—that's why they didn't dare to rebel," answered the Mizukage.
His explanation made everyone in the room understand how complicated the politics in Kirigakure were.
"Being Mizukage is a very difficult job, especially when those clans don't want to follow the rules," sighed the Mizukage.
---Kumogakure---
The village that could claim the title of the most evil village is Kumogakure. They are the ones most eager to launch the next war and are among the most hated villages, alongside Kirigakure.
They are also ranked the second strongest village in the world, and their confidence comes from their mastery of Lightning Release.
There are some who call this village a mountain bandit den. First, because of the nature of their land, the Land of Lightning, and second, because they resemble thugs and bandits. So the name "mountain bandits" fits them well.
They even have one of the strongest shinobi, for example, the Third Raikage, who is rumored to be the strongest Kage among the Five Great Ninja Villages.
He has the strongest spear and the strongest shield, his speed is incredibly fast, and he was powerful enough to withstand the Eight-Tails' attacks.
Even though he was powerful in the original series, right now his wife has just delivered a baby boy.
"Raikage-sama, congratulations! Your wife has safely delivered a baby boy," said the nanny.
The Third Raikage smiled and opened the door to look at the baby.
The baby was red and tanned, just like the Third Raikage.
He then asked the nanny to teach him how to hold his child.
"Okay, so hold like this, am I doing it right?" asked the Third Raikage as he held his child.
"Yes," answered the nanny.
"Raikage-sama, what would you like to name your child?" asked the nanny.
"I will name him A," said the Raikage.
The nanny froze. 'Is he a bandit? Why did he name his child A?' thought the nanny.
A, hearing his name, suddenly smiled.
"Look, nanny, he loves the name!" said the Raikage excitedly.
Luckily, the nanny didn't show any reaction on her face.
"Yeah, it looks like he really likes the name you gave him," answered the nanny.
The Third Raikage really was like a mountain bandit—he named the first son A, and the other one is B.
---Police Force---
In the original series, the Uchiha Police Force slowly eroded until the majority of the villagers hated them.
But in this timeline, they were named the Konoha Police Force, not the Uchiha Police Force, and they hired civilians, as well as members of the Inuzuka Clan, Aburame Clan, and Yamanaka Clan to be part of the force.
This move was brilliant because no one could blame the Uchiha Clan if anything went wrong. In the original timeline, only Uchiha members were seen patrolling and capturing criminals, so all the hatred was placed on their shoulders.
Now, a group consisting of civilians, Aburame, Inuzuka, Yamanaka, and Uchiha members was formed to patrol the village.
Of course, they had a major problem, they didn't have enough money to pay salaries. The Second Hokage had only promised and signed off on salaries for the Uchiha, not including other shinobi outside the Uchiha Clan.
Luckily, there was Setsuna, who sponsored the Konoha Police Force. He was the one who paid the overdue salaries of the civilians.
Now, in the Hokage's office, there was a major discussion about the Konoha Police Force.
"Hiruzen, we need to cut down the Uchiha's salary," suggested Danzo.
"No, we cannot," replied Hiruzen.
"Unlike the Senju, the Uchiha have grown a lot stronger. Because of this policy, their ninjas have been training instead of going on missions," said Danzo. "Even though they are weaker compared to those who go on missions, their voices could still disturb our rules."
"I know, but it's impossible. The document our teacher signed clearly states that we cannot reduce the Uchiha Clan's funds," explained Hiruzen.
Danzo was dumbfounded and muttered, "Sensei, why?"
"That's why we can't simply cut their salary. There is no war, and we are at peace. It's impossible to reduce their funds," said Hiruzen.
Tobirama, in his spectral form, smirked and muttered, "Serves you right, unfilial students."
"Do we also pay the civilians' salaries in Konoha Police Force?" asked Danzo.
"No, we only pay the Uchiha Clan's salary," said Hiruzen.
"Then how do they pay the civilians?" asked Danzo.
"I don't know, maybe their clan leader decided to use part of the profits from their shop to pay the salaries," said Hiruzen. "The Uchiha have their own shop and some land they rent out to other merchants."
"This cursed clan," sighed Danzo.
"The only way for us to escape this pressure is by ruling Konoha well," said Hiruzen.
"Haven't we already ruled this village very well?" replied Danzo.
"You know what I mean, Danzo. Wasn't it us who prioritized our own clans and gave them easier jobs than the other clans?" said Hiruzen.
"I know, but didn't you spend more on your Sarutobi Clan? The Mitokado, Utatane, and Shimura clans didn't get as much as yours," retorted Danzo.
