Paul Warburg came and went in a hurry; Donnie had provided too much information, and Paul Warburg needed to seriously think about how to proceed.
Donnie didn't pay much attention to Paul Warburg's schedule. After courteously seeing him off, Donnie also began his own plan.
As mentioned before, dealing with Kuhn, Loeb & Co. consortium is a very tedious affair.
What Donnie actually needs to do now is to take the lead in dealing with the people of Philadelphia's City Hall.
The current mayor of Philadelphia can be said to be a staunch supporter of the Kuhn, Loeb & Co. consortium. It's impossible to get him on his side, and Donnie certainly can't negotiate these matters directly with him. That would only alarm the Warburg brothers, which wouldn't be of any benefit for Tang Fei.
Fortunately, next year is the election year, and there will be a new mayoral race in Philadelphia.
