"Hmph!" Raikage snorted coldly, "Offending the Land of Fire... the Land of Red is our fault in the Land of Lightning, and we are willing to accept it. However, we can't provide such a large amount of money at once. Can we use the number of missions as collateral instead?"
"That won't do." Haruno Sakura shook her head. "Konoha doesn't lack missions; we have too many, and we can't handle them all. We need tangible benefits, such as the mineral and specialty products from the Land of Lightning."
Raikage's expression darkened, but he finally agreed.
