Chapter 11 - Coercing Cindy

"Alright, I'll have Irons work with you."

Warren felt tempted, but he wasn't pinning his hopes entirely on Cain. The future Cain described was certainly appealing, but it offered him no immediate benefits. Umbrella currently stood at its peak, yet it wasn't without competitors. Making contingency plans couldn't hurt.

"You'll be grateful for today's decision. I'll begin preparations now. Cheers, future Mr. President." Cain's smile turned predatory as he raised his glass to meet Warren's.

The words struck a chord with Warren, his previously gloomy expression twisting into something equally dangerous. "Haha, excellent. Cheers to you too, future kingpin!"

Everything was proceeding smoothly - hardly surprising since both men were cut from the same cloth. Self-serving villains naturally understood each other. Perhaps this was the true meaning of "birds of a feather."

After concluding their discussion, Cain returned to his bar and retrieved a bag of cash. The establishment wasn't open yet, with only the waitress Cindy present. She looked confused when she noticed him.

Cain casually let his hand linger on Cindy's hip. "Take this. It's for your father's treatment. I know about some effective heart medication. I'll get it for you."

Cindy suppressed her discomfort at the contact, forcing a polite response. "Thank you, boss."

"Cindy, I need a favor," Cain suddenly said, pouring himself a drink.

"What is it?" The blonde waitress seemed genuinely puzzled.

"Become my woman. Manage my finances. I'll guarantee your safety." Cain's gaze burned into her. "I won't pretend to be a good man, but you're innocent. I don't want to see you hurt. I'm quite taken with you. You have my word - I'll never discard you and will treat you well."

His eyes raked over her figure - the way her bar uniform strained against her full chest, how her knee-length skirt hugged her shapely backside. What a stunning blonde! Just looking at her got him aroused.

Cindy appeared startled by his directness. "I...I'm not sure."

"I've always liked you, Cindy. You know that. I've protected you all this time - no one else gets near you. Just give me this chance, alright?" Cain seized the opportunity to pull the blonde into an embrace.

Such virtuous women were rare in Raccoon City, especially beautiful virgins with figures like hers. If he didn't claim her now, someone else would. His previous kindness had clearly left its mark, leaving the conflicted woman uncertain.

Seeing her hesitation, Cain pressed his advantage, crushing his mouth against hers.

"Mmph!"

Cindy's eyes widened in shock, anger, and embarrassment. Yet she didn't resist. She needed the money, and Cain had always treated her decently. How could she refuse?

Just as she couldn't stand by and watch her father suffer without doing everything possible to help, even at personal cost.

"Cindy, I'll always take care of you. I love you!" Cain declared without shame, sounding like a seasoned seducer.

The waitress sighed helplessly. "Can I...can I have time to think? Please, boss."

"Of course. I'll visit your father with you soon. I know you need funds, and I need someone trustworthy to help grow my business. Come to my place tonight - take this money for the medical bills first." Cain grinned, giving her backside a possessive squeeze.

"Don't worry about money. As your man, it's my duty to provide for you."

Cindy bit her lip, secretly resolving herself. Cain's smooth talking made acceptance easier. She understood the implications, but what choice did she have? Some things couldn't be changed.

"Alright. Thank you."

"Good girl. Now help me manage the bar. I'm counting on you." Cain kissed her again, this time slipping his tongue past her barely resisting lips to claim her mouth completely.

Satisfied, Cain left for the police station to meet Chief Irons.

"Irons, your cut. My men will hit the East District gangs tonight. There'll be more afterward. Did Warren call you?" Cain's tone remained calm as he lit a cigarette, his eyes glinting dangerously.

The corrupt police chief - a man who took bribes openly and served as Umbrella's loyal dog - hefted the money bag.

"You contacted me first. Knew you'd make your move. There are informants in the department. I'll have them reassigned."

"Just eliminate them. Spies deserve death. Fabricate any excuse." Cain's murderous intent was plain. Human lives meant nothing - they were just stray dogs to put down.

"Handle it yourself. Call me when it's done." Irons clearly had no interest in further discussion, already mentally spending his bribe money on rare collectibles.

After their meeting, Cain rallied his crew to raid East District establishments and seize gang operations. Simultaneously, police arrested the area's gang leader. Without leadership, the remaining members posed no threat and were swiftly neutralized.

Bars, spas - all lucrative ventures. Some simply required collecting protection money while ensuring their security. No need to dirty his hands with actual management.

At the Rose Bar later, Cain distributed stacks of cash to his multiracial crew.

"Good work today. Get some rest. Raccoon City will be ours soon - this is just the beginning. Our reach will extend across America."

"Thanks, boss!" His longtime subordinates - not particularly skilled but fiercely loyal - accepted their payments.

"When I'm gone, Cindy speaks with my authority. And anyone who disrespects her dies. You'll be taken care of, don't worry." Cain's dismissive tone sent chills through his men.

Today's operation had been blatant collusion between criminals and law enforcement. If they still didn't understand Cain's connections after this, they deserved whatever came to them.
