A somber mood hung over many of Konoha's citizens. The recent annihilation of the Uchiha clan weighed heavily, stirring feelings of regret and self-reproach within the village.
However, among the shinobi representatives from other villages gathered, a different sentiment simmered beneath the surface – a quiet sense of relief. The Uchiha clan's power had been truly formidable; their strength alone could potentially rival an entire village's military might. This abrupt end, while tragic, removed a significant, unpredictable power from the world stage.
As the assembled crowd remained largely silent, processing the gravity of the Uchiha tragedy and the revelations potentially shown on the mysterious screen.
The Fourth Raikage, A, exchanged a look with Third Tsuchikage,Onoki . They hadn't forgotten the underlying reasons for this unusual gathering.
Breaking the silence,Fourth Raikage addressed Hiruzen Sarutobi, his voice characteristically gruff:
"Third Hokage, we've witnessed the troubles plaguing your village displayed for all to see. While it pains (not really) me to say it, the fate of the Uchiha clan is indeed tragic." He paused, his tone hardening. "However, the visions of the future—showing Uchiha Sasuke colluding with Orochimaru, joining the Akatsuki, and attempting to capture the Eight-Tails Jinchuriki, my own brother Killer Bee, from Kumogakure—reveal an undeniable darkness. This future crime cannot be ignored."
He slammed a fist into his palm. "Therefore, I demand you hand Uchiha Sasuke over to Kumogakure! We will take custody of him and ensure such events do not come to pass!"
The Raikage's forceful demand immediately drew protests from Konoha shinobi, particularly Sasuke's peers.
Sakura and Ino cried out, "Lord Third, you can't! Sasuke belongs to Konoha!
Why should another village decide his fate?"
Inoichi Yamanaka and Shikaku Nara, heads of their respective clans, also stepped forward, their expressions troubled. The village already bore a heavy burden of guilt regarding the Uchiha. Handing over the last loyal Uchiha survivor felt deeply wrong.
"Lord Hokage, we cannot surrender the boy!" Shikaku stated firmly.
"He's just a child," Inoichi added.
"He hasn't committed any crime. What was shown is a possible future, one that can be changed with guidance!"
Hiruzen Sarutobi nodded slowly, his eyes meeting the Raikage's glare.
"Fourth Raikage, I understand your concerns, but I cannot agree to your demand. Sasuke is a shinobi of Konoha. If the fear is for Killer Bee's safety based on these... projections... then the logical step is to increase Killer Bee's protection, not condemn a child for actions he hasn't taken."
"You—!" The Raikage angered , ready to argue further, but a restraining hand from Jiraiya on his shoulder made him pause, albeit reluctantly.
Seizing the moment, Onoki stepped forward, adopting a more conciliatory tone. "Perhaps we should set aside the matter of the Uchiha boy for now. Since representatives of several great nations are present, this might be an opportune moment to discuss a more immediate, known threat: the capture of the rogue Sannin, Orochimaru!"
"Orochimaru..." Jiraiya murmured, a flicker of pain crossing his face as memories surfaced.
While discussion began on coordinating efforts to hunt down the dangerous rogue ninja, the large projected screen hanging inexplicably in the sky flickered back to life.

[Orochimaru, wielding his Sword of Kusanagi, ruthlessly impales the Fourth Kazekage, Rasa, through the chest. Rasa collapses, lifeless.]
["Lord Orochimaru," Kabuto Yakushi says, adjusting his glasses with a smug look.
"As expected, even the Kazekage was no match for you."]
["Hmph, naturally," Orochimaru replies dismissively.]
[Orochimaru then kneels beside Rasa's body, places a hand on his face, and performs a gruesome technique. Moments later, he holds Rasa's face like a mask. He places it over his own, and his form shimmers, perfectly mimicking the appearance of the Fourth Kazekage.]
[Screen Fades]
In the Hokage Tower plaza, Baki, a Jonin from Sunagakure, stared in disbelief and fury. Sunagakure had believed their Kazekage was merely missing, dedicating resources to search parties. To learn he had been murdered before the Chunin Exams by Orochimaru, who then impersonated him, was a horrifying betrayal.
The Fourth Raikage grunted. "So that's why Rasa was acting so strangely during that supposed video conference we saw earlier! It wasn't him at all!"
Onoki pondered, "Why would Orochimaru assassinate the Kazekage?"
Terumi Mei, the next Fifth Mizukage, commented coolly, "Does a ruthless man like Orochimaru truly need a reason beyond opportunity and power?"
Hiruzen sighed heavily. "Orochimaru... how far you have fallen."
Jiraiya clenched his fists, muttering his former teammate's name with anguish, "Orochimaru!"
Meanwhile,
In Sunagakure (Hidden Sand Village),
Panic and outrage spread through the village as word of the revelation (perhaps relayed through communication ninja or seen on a similar screen if your premise includes multiple) arrived.
"Impossible! Lord Fourth was killed?"
"That fiend, Orochimaru!"
"Without Lord Kazekage... who will control... him?"
Amidst the chaos, Temari and Kankuro watched the confirmation of their father's brutal death. Tears streamed down their faces. "Father..." (ヾ( T ◇ T)ノ").
They were truly orphans now, facing the harsh realities of the shinobi world alone.
Standing apart from the distraught crowd, the young boy carrying the sand gourd, Gaara, observed the outpouring of grief with detached confusion. Why did so many mourn the man who had ordered his assassination multiple times, who had treated him solely as a weapon? Could such a person truly inspire sadness in others?
Somewhere in the Land of Rice(Otogakure - Hidden Sound Village),
Kabuto rushed to Orochimaru, relaying the news with urgency. "Lord Orochimaru, it's disastrous! The screen... it showed everything! Your assassination of Rasa is now known to all the Great Nations! They will hunt you relentlessly!"
Orochimaru smirked, though it quickly turned into a wracking cough that brought up blood. "Let them come. Once I have Sasuke's body... acquiring the Sharingan... let the entire world chase me. It won't matter." He clutched his chest, his breathing ragged.
Kabuto looked alarmed. "Lord Orochimaru, your current body... it's failing faster than anticipated! It has reached its limit!"
"Has the Sound Four... have they not brought Sasuke yet?" Orochimaru rasped, his voice strained.
Kabuto hesitated. "They should be arriving very soon, Lord Orochimaru."
Pushing himself up against the cold stone wall, Orochimaru staggered towards his laboratory. "Kabuto... the medicine... prepare another dose! Now!"
"Yes, Lord Orochimaru!" Kabuto replied, quickly fetching a syringe and preparing the necessary injection to sustain his master, even for just a little longer.

A/N: It should be noted that Mei doesn't becomes Mizukage right after the death of Fourth Mizukage, Yagura Karatachi.She became Mizukage just before Fourth Great Ninja War,time period is not known exactly but during the time period of this ,The village elder,Genji handled the matters of the village. He has the same authority as Mizukage.
