The tall, muscular man in white from earlier was the protagonist of the third part of the JOJO series, Stardust Crusaders—Jotaro Kujo.
A powerful character, both in strength and popularity.
One of the reasons he came to this small town was to track down the "romantic debt" left by his grandfather, Joseph Joestar, when he was 65. This debt was owed to his uncle by marriage, Josuke Higashikata.
Although Jotaro's overall strength has significantly weakened compared to his peak during Stardust Crusaders, he is now much wiser. Appearing at this time would serve no purpose except to raise suspicion.

Katagiri Anjuro, also known as Angelo, 34 years old. He spent 20 years in prison, living a life of crime and imprisonment since he was 14. It is said that his IQ is 160, making him one of the most vile and detestable criminals in Neon Nation's history.
He managed to escape from prison during his final execution attempt, allegedly using incredible powers during his escape.
Although Jotaro wasn't sure exactly what kind of power Angelo had, he was certain that it was a Stand.
Meaning, Angelo is a Stand user.
Thanks to Joseph Joestar's Stand, Hermit Purple, and its "thought-writing" ability, Jotaro learned that the criminal Angelo had come to Morioh Town and was lurking nearby, likely targeting Josuke.
Jotaro's second reason for being here was to protect Josuke and capture Angelo.
After warning Josuke to be careful with his powers, Jotaro parted ways with him and went off to investigate Angelo.
Unfortunately, Jotaro didn't know that Angelo wasn't targeting Josuke directly but rather the police officer who first captured him: Josuke's grandfather, Ryohei Higashikata.
Ryohei, a diligent and caring protector of Morioh Town, is truly a good man.
Perhaps the saying "Stand users attract each other" holds true, as after stopping a robbery, Angelo now targeted Josuke as a form of revenge against Ryohei.
Then, Angelo discovered something that made him ecstatic: Josuke Higashikata is the grandson of Ryohei Higashikata, the man he planned to take revenge on.
This was truly "a chance to experience double revenge in one go. This feeling is just fantastic." Angelo smiled bloodthirstily as he observed the milk factory at the Higashikata residence, pressing down on his red-and-white hat, trying to suppress his growing excitement.
Angelo is a criminal with 20 years of experience. Before taking action, he always carefully observes his target, gathering enough information. He is cunning, bold, patient, and calculating, with an IQ of 160—he is a criminal who doesn't miss a single opportunity.
Based on his observations, Angelo knew that only Josuke's mother, Tomoko Higashikata, was at home at the moment.
"Let's start with you." Angelo leered at Tomoko, who at 37 still looked like she was in her twenties, his eyes glinting with greed. He licked his lips under his cap and twisted his face into a perverse smile. "I'll let you two taste the feeling of losing your loved ones."
"I'll savor it. Your wife's flavor might be a little rough." Angelo muttered to himself before his Stand turned into water and flowed through the pipes into the Higashikata family's water reservoir.
Angelo, at the age of fourteen, had already committed heinous crimes, including murdering two boys in a cruel and barbaric manner.
If Tomoko fell into his hands, it would certainly end in a tragic outcome.
However, Angelo didn't expect that his investigation was entirely wrong. Josuke was not only at home, but he was also talking on the phone with his "nephew" Jotaro Kujo.
Then, as expected, Josuke noticed him.
"Mr. Jotaro, I think I've found him," Josuke said quietly, putting down his comb that was used to style his "pompadour" hairstyle and confidently grabbed an empty glass bottle before walking towards his mother, Tomoko.
At this moment, Angelo's Stand, "Silver Chariot," taunted Josuke by making a mocking face at him from Tomoko's lips, then swiftly entered her body.
"Silver Chariot" can enter another person's body through liquids and control their movements. Angelo believed that as long as he didn't want to, no one could make "Silver Chariot" leave Tomoko's body, unless Angelo chose to kill her.
This meant that even Jotaro, with his time-stopping Stand, would be powerless here.
In the Diamond is Unbreakable storyline, Jotaro's Stand ability is time-stop, and every Stand user knows this.
Angelo seemed to already be savoring the feeling of revenge.
What he didn't expect was that Josuke's Stand, Crazy Diamond, manifested behind him and performed a "heartfelt greeting" to his mother.
The next second, something miraculous happened: Tomoko's body and the shattered glass bottle returned to their original state in an unbelievable way.

As expected, Angelo's Stand, Silver Chariot, was captured and sealed inside the bottle by Josuke.
